Formålet med dette notatet er å belyse mulige effekter av økte tollkvoter på det norske markedet med bakgrunn i de pågående forhandlingene i WTO. En tollkvote er definert som en toll i to lag. I en gitt periode (gjerne ett år) benyttes en lav kvotetoll (toll innenfor tollkvoten) for et bestemt volum, og for det overskytende volumet innenfor perioden benyttes en høyere toll (toll over tollkvoten). Notatet gir en oversikt over teorien knyttet til denne problemstillingen, importen via tollkvoter til Norge og gir en del eksempler på hvilke følger import har fått på norsk produksjon og prisnivå. I Uruguayrunden ble det lagt inn krav om å bevare eksisterende markedsadgang og å sikre en minimumsadgang gjennom tollkvoter. I julirammeverket fra 2004 ble det bestemt at en kan få lavere krav om tollreduksjoner på sensitive produkter mot at en aksepterer tollkvoter på disse produktene. Skal det ha noen hensikt å definere varer som sensitive, må det ligge en gevinst i dette i forhold til det generelle regimet knyttet til tollreduksjoner. Økonomisk teori og empirisk erfaring tilsier at matvarer som importeres med bakgrunn i tollkvoter påvirker markedspris og omsatt mengde. Alt annet likt, øker matvareimport det samlede innenlandske tilbudet og resulterer dermed i større etterspørsel til en lavere markedspris. In spring 2002, extensive damage was recorded in southeast Norway on nursery-grown Norway spruce seedlings that had either wintered in nursery cold storage or had been planted out in autumn 2001. The damage was characterised by a top shoot dieback. Two visually distinct types of necroses were located either on the upper or lower part of the 2001-year-shoot. Isolations from the upper stem necroses rendered Gremmeniella abietina, while Phomopsis sp. was isolated mostly from the lower stem necroses. RAMS (random amplified microsatellites) profiling indicated that the G. abietina strains associated with diseased nursery seedlings belonged to LTT (large-tree type) ecotype,and inoculation tests confirmed their pathogenicity on Norway spruce seedlings. Phomopsis sp. was not pathogenic in inoculation tests, this implying it may be a secondary colonizer. We describe here the Gremmeniella – associated shoot dieback symptoms on Norway spruce seedlings and conclude that the unusual disease outburst was related to the Gremmeniella epidemic caused by the LTT ecotype on large Scots pines in 2001. The role of Phomopsis sp. in the tissue of diseased Norway spruce seedlings is yet unclear.

Trichothecenes are immunosuppressive mycotoxins produced mainly by Fusarium spp. and often are detected as natural contaminants of grain and other agricultural products. Exposure to trichothecenes through inhalation during grain work may represent possible health risks for grain farmers. We aimed, therefore, to investigate the level of Fusarium spp. and trichothecenes in settled grain dust collected during work on 92 Norwegian farms. Mycotoxins were determined by gas chromatography-mass spectrometry, whereas the Fusarium spp. were identified and quantified both by species-specific semiquantitative polymerase chain reaction (PCR) and by cultivation. All potential trichothecene-producing molds in the grain dust were quantified using a PCR assay specific for tri5, the gene coding for trichodiene synthase that catalyzes the first step in the trichothecene biosynthesis. We performed correlation analysis between mold-DNA and mycotoxins to assess whether the PCR-detected DNA could be used as indicators of the mycotoxins. The methodological problem of detecting small amounts of airborne mycotoxins during grain work may then be avoided. Whereas the trichothecene-producing Fusarium species in grain dust could not be identified or quantified to a sufficient extent by cultivation, all investigated Fusarium spp. could be specifically detected by PCR and quantified from the DNA agarose gel band intensities. Furthermore, we observed a strong correlation between the trichothecenes HT-2 toxin (HT-2) or T-2 toxin (T-2) and DNA specific for tri5 (r = 0.68 for HT-2 and r = 0.50 for T-2; p < 0.001), F. langsethiae (r = 0.77 for HT-2 and r = 0.59 for T-2; p < 0.001), or F. poae (r = 0.41 for HT-2 and r = 0.35 for T-2; p < 0.001). However, only a moderate correlation was observed between the trichothecene deoxynivalenol ( DON) and the combination of its producers, F. culmorum and F. graminearum (r = 0.24, p = 0.02), and no significant correlation was observed between DON and tri5. PCR clearly improved the detection of toxigenic Fusaria as potential sources of health risks for farmers inhaling grain dust during work, but the use of Fusarium-DNA as indicators for trichothecenes should be used cautiously.

Halogenated flame retardants have a high sorption affinity to particles, making soils and sediments important sinks. Here, three of the most commonly used flame retardants have been tested for sub-lethal toxicity towards soil nitrifying bacteria, a terrestrial plant (seed emergence and growth of the red clover, Trifolium pratense), and a soil invertebrate (survival and reproduction of Enchytraeus crypticus). Tetrabromobisphenol A (TBBPA) was quite toxic to enchytraeids, with significant effects on reproduction detected already at the 10 mg kg1 exposure level (EC10 = 2.7 mg kg1). In contrast, decabromodiphenyl ether (DeBDE) was not toxic at all, and short-chain chloroparaffins (CP10"13) only affected soil nitrifying bacteria at the highest test concentration (EC10 = 570 mg kg1). Exposure concentrations were verified by chemical analysis for TBBPA and DeBDE, but not for CP10"13, as a reliable method was not available. Based on the generated data, a PNEC for soil organisms can be estimated at 0.3 mg kg1 for TBBPA and 57 mg kg1 for short-chain chloroparaffins. No PNEC could be estimated for DeBDE. Measurements of TBBPA in soil are not available, but measured concentrations in Swedish sludge are all lower than the estimated threshold value for biological effects in soil.

Content of 18O, 2H, 3H and geochemical components in rainfall, stream water, peat water and bedrock groundwater in four headwater catchments were compared to reveal differences in sources of runoff and hydrological vulnerability to tunnel drainage during summer. Water previously stored within the catchments was the predominant component of streamflow during small and moderate events. The proportion of event water increased at high discharge in autumn. Neither the isotopic nor the hydrochemical composition of stream water indicated any considerable contribution from old bedrock groundwater. Stream water hydrochemistry revealed clear influence of soil water pathways. The differences in land cover could be seen in water quality and runoff generation. Water storage and mixing in lakes and lowland wetlands reduced fluctuations in runoff and water quality. Runoff retention and the solute trapping effect in peatlands were most efficient in flat areas near the catchment outlet. This report explores how equivalence and mutual recognition have been applied by the European Union (EU) in order to facilitate trade. The EU is of particular interest in this area because it has been in the forefront internationally with regard to applying these tools, both in its internal market project and in its external trade relations. The report includes an empirical mapping of EU’s experience with applying equivalence and mutual recognition as trade facilitating tools. The aim here is to increase the understanding of how these tools can be relevant and important in a wider global context, in particular with regard to food trade. Furthermore, based on this experience some of the challenges that countries are faced with when applying these tools are highlighted thus allowing some assessments of the prospects of and difficulties in achieving trade facilitation through these means. Chapter 2 includes an account of some of the regulatory approaches that the EU has pursued in its attempts at realising an internal market, from the adoption of common rules, to mutual recognition and the «Better Regulation» programme included in the Lisbon strategy. Chapter 3 discusses EU’s rules for third-country relations. Furthermore, some of EU’s mutual recognition and equivalence agreements are explored. In addition to these, Chapter 3 includes an account of one-way judgements of equivalence included in EU’s rules for imports of organic food and fishery products. Chapter 4 presents EU’s work and positions on equivalence and mutual recognition in the WTO and the Codex Alimentarius Commission.
