Abstract

There is widespread agreement that society must urgently go over to renewable energy and that effective participation is crucial for a sustainable transition. Recent literature highlights that the quality of participatory planning is decisive for the acceptance of renewable energy technologies. However, social science research on the issue is dominated by single case studies and the quality of the participatory processes has been rarely studied across wider regional contexts. We present the results of a comparative qualitative inventory of innovative practices from 25 projects in 12 countries in three supra-national European regions. We assessed participation quality according to three analytical dimensions: rationale, inclusiveness, and participation level. An instrumental rationale, broad inclusiveness, and a participation level of consulting or informing was a combination that was commonly perceived as an innovative participatory practice in most regional contexts. We found a tendency towards more advanced practices in Western Europe, compared to Southern, and Eastern Europe. However, practices that were considered to be innovative in the latter regions still provide important lessons within their geographical contexts.

Abstract

Sustainable nature management and ecosystem conservation depends critically on scientifically sound and stakeholder-relevant analytical frameworks for monitoring and assessing ecological condition. Several general frameworks are currently being developed internationally, including the Essential Biodiversity Variables (EBV), and the UN’s SEEA EEA Ecosystem Condition Typology (ECT). However, there has so far been few attempts to develop empirical implementations of these general frameworks, or to assess their applicability for environmental decision-making at national or regional scales. In this paper, we aim to fill this implementation gap by demonstrating a practical application of an empirically-based ecological condition assessment framework, the Index-Based Ecological Condition Assessment (IBECA). IBECA defines seven major classes of indicators of ecological condition, representing distinct ecosystem characteristics, and empirically synthesizes indicators for each of these characteristics from various monitoring data. We exemplify and explore the utility and robustness of IBECA using a case study from forest and alpine ecosystems in central Norway, and we investigate how IBECA aligns with the two international frameworks EBV and ECT. In particular, we analyze how the different approaches to categorize indicators into classes affect the assessment of ecological condition, both conceptually and using the case study indicators. We used eleven indicators for each of the two ecosystems and assessed the ecological condition according to IBECA for i) each individual indicator, ii) the seven ecosystem characteristics (indicator classes), and iii) a synthetic ecological condition value for the whole ecosystem. IBECA challenges key concepts of the international frameworks and illustrates practical challenges for national or regional level implementation. We identify three main strengths with the IBECA approach: i) it provides a transparent and management-relevant quantitative approach allowing assessment of spatio-temporal variation in ecological condition across indicators, characteristics and ecosystems, ii) the high degree of flexibility and transparency facilitates updating the ecological condition assessments, also back in time, as improved data and knowledge of indicators emerge, and iii) the quantitative and flexible procedure makes it a cost-effective approach suitable for fast management implementations. More generally, we stress the need for carefully choosing appropriate classification and aggregation approaches in ecological condition assessments, and for transparent and data-driven analytical approaches that can be adjusted as knowledge improves.

Abstract

Abandonment of agricultural land is a process described from different regions of many industrialized countries. Given the current focus on land use, land use change and food security, it appears highly relevant to develop improved tools to identify and monitor the dynamics of agricultural land abandonment. In particular, the temporal aspect of abandonment needs to be assessed and discussed. In this study, we used the detailed information available through the Norwegian subsidy claim database and analyzed the history of use of unique land parcels through a fourteen-year period. We developed and tested five different statistics identifying these land parcels, their temporal dynamics and the extent of occurrence. What became apparent was that a large number of land parcels existing in the database as agricultural land were taken out of production, but then entered into production again at a later stage. We believe that this approach to describe the temporal dynamics of land abandonment, including how it can be measured and mapped, may contribute to the understanding of the dynamics in land abandonment, and thus also contribute to an improved understanding of the food production system.

Abstract

Efficiency in agricultural food production has long been in focus and this has affected the spatial structure of agricultural land use. One outcome has been extensive criticism based on a wide range of negative consequences, such as for biodiversity, accessibility, cultural heritage, and aesthetics. In line with the European Landscape Convention (ELC), management of people’s everyday landscapes is important. In Norway, agricultural landscapes are the ‘everyday landscape’ for a large proportion of the population. The aim of the article is to contribute to the understanding of landscape changes perceived as positive or negative by the inhabitants. The authors focused on grain-crop dominated landscapes and the impact of smaller non-crop elements on people’s landscape preferences. They administered a photo-based questionnaire using manipulated photos to assess preferences for different agricultural landscapes. Additionally, people’s perceived objectives for the agricultural sector and agriculture’s primary functions were assessed. The results documented positive perceptions of added landscape elements and that people were both aware of and agreed on the multifunctional role of agriculture. The authors conclude that if the public’s preferences are to be taken into consideration, such as during policymaking, it is important to maintain various landscape elements in the large-scale grain field landscapes of Norway.

Abstract

A transition to a bioeconomy implies an increased focus on efficient and sustainable use of biological resources. A common, but often neglected feature of these resources is their location dependence. To optimize their use, for example in bioeconomic industrial clusters, this spatial aspect should be integrated in analyses. Optimal design and localization of a bioeconomic cluster with respect to the various biological and non-biological resources required for the cluster, the composition of industrial facilities in the cluster, as well as the demands of the outputs of the cluster, is crucial for profitability and sustainability. We suggest that optimal design and location of bioeconomic clusters can benefit from the use of a Multicriteria Decision Analysis (MCDA) in combination with Geographic Information Systems (GIS) and Operations Research modeling. The integration of MCDA and GIS determines a set of candidate locations based on various criteria, including resource availability, accessibility, and usability. A quantitative analysis of the flow of resources between and within the different industries is then conducted based on economic Input-Output analysis. Then, the cluster locations with the highest potential profit, and their composition of industrial facilities, are identified in an optimization model. A case study on forest-based bioeconomic clusters in the Østfold county of Norway is presented to exemplify this methodology, the expectation being that further implementation of the method at the national level could help decision makers in the planning of a smoother transition from a fossil-based economy to a bioeconomy.

Abstract

From the Middle Ages until the twentieth century, water meadows in Europe were primarily irrigated to improve their productivity and to lengthen the growing season. They were water management systems designed to collect and use water and to discharge it: water had to be kept moving. This chapter presents a general overview and a history of research on European water meadows. It also examines examples from the sandy landscapes of northwestern Europe, from Slovakia, and Norway. Three main types of water meadows are distinguished: simple dam systems, more elaborate catchworks, and highly developed bedworks. Of these, bedworks were technically and organizationally the most complex; they were also the most costly in construction and maintenance. Most water meadows were abandoned in the twentieth century; in many places, however, their traces can still be recognized in the landscape. They are both an interesting part of European agrarian and landscape heritage and a carrier of regional identity. In recent years, a number of water meadows have been restored, for ecological, water management, tourism, and heritage purposes.
